On 9 November, 1862, Grant issued an order banning these people from traveling to the Department of Tennessee.

Jews. Claiming they were unscrupulous traders, on 17 December Grant then ordered all Jews expelled from the area. On orders from Lincoln, Grant rescinded the order on 7 January 1863.
