Herbert Hoover. The Hoover Dam is in the Black Canyon of the Colorado River in Nevada. Although the dam was not completed until 1936, it had been named Hoover Dam in 1931 in honor of the president at the time, Herbert Hoover. When Hoover fell out of public favor due to the Great Depression, the dam was renamed Boulder Dam in 1933 as it was part of the Boulder Canyon Project. In 1947, it was renamed Hoover Dam, in honor of Hoover’s post World War II humanitarian relief work in Europe.
