Elmer Irey served for many years the Internal Revenue Service’s first chief of criminal investigation. After law enforcement’s failure to convict Al Capone and other notorious gangsters for their violent crimes, Irey’s careful investigations lead to their convictions for income tax evasion. Irey’s insistence on recording the serial numbers of the Lindbergh ransom money led to the arrest and conviction of Bruno Richard Hauptmann.
