Horton commanded the WAVES, founded in 1942 as Women Accepted for Volunteer Emergency Service, a part of the naval reserve. Her initial rank was lieutenant commander. She was later promoted to captain. Devoting her life to service, Horton was the long-time president of Wellesley College and served as vice-president of the National Council of Churches.
