A deep concern for child welfare and infant mortality caused this children’s rights advocate to found the American Child Health Association.
Herbert Hoover in 1923 as secretary of commerce. Hoover also served as the association’s president. The association developed a 19-point Children’s Charter and designated each May 1 as Child Health Day. Despite Hoover’s actions, child labor, the employment of minors under 14 in nonagricultural jobs, did not end until 1938.
