Finland. The weapons are named for Soviet Foreign Minister Vyacheslav Molotov. He had signed a secret Nazi-Soviet Non-Aggression Pact in 1939. For this, the Soviets were awarded part of Finland. As the Soviets dropped the liquid bombs on Finland, Molotov insisted food and drink were being dropped. Because of this, the Finns named the bombs Molotov Cocktails.
