Dolley Madison is credited with organizing the first Easter Egg Roll on the U.S. Capitol grounds although the exact year is in question. In 1876, Congress passed the Turf Protection Act banning the egg roll. Two years later, President and First Lady Rutherford and Lucy Hayes welcomed the children to the White House lawn.
