Kansas. In 1857, pro-slavery forces meeting in Lecompton, Kansas drew up the constitution. It would have admitted Kansas to the union as a slave state. There was also a bill of rights which excluded free African-Americans. President James Buchanan approved the constitution. Voters in Kansas rejected it and Kansas was admitted as a free state.
