Beer and wine. As an amendment to the prohibition law, the Volstead Act, the “Beer and Wine Revenue Act” allowed the sale of alcoholic beverages with a concentration of alcohol or 3.2% or less. The act was designed primarily as jobs act for the brewing and wine-making industries and as way to increase tax revenue.
