Draft dodgers. As one of his first actions in office, President Carter issued a blanket pardon to the some 100,000 civilians who had been charged with a Military Selective Service Act violation between Aug. 4, 1964, and Mar. 28, 1973, many of whom had fled to Canada to avoid serving in the Vietnam War. About 50,000 returned to the United States after the pardon.
