Rhode Island. It had once been the largest slave trading colony in North America, but in 1774 the state assembly passed a law prohibiting the importing of slaves (it did not affect a traveler temporarily passing through Rhode Island with slaves). The act was part of the run-up to the American Revolution and its intent was to hurt British shipping, rather than to make a moral statement on slavery.
