In the early 1920s, Brigadier General Fox Conner recognized the potential in Eisenhower, who had accompanied Conner to Panama, and initiated an intensive reading program to develop his subordinate’s capabilities. Eisenhower read Plato and Tacticus, among others, but is said to have read Clausewitz’s On War three times.
