West Virginia. When Virginia seceded from the Union many western counties refused. In conventions at Wheeling, the Richmond government was declared void and a "restored" or "reorganized" government established, and it authorized creation of a new state. After intense debate in Congress and the Lincoln White House, West Virginia was accepted into the Union on June 20, 1863, as the 35th state.
