Calvin Coolidge. A clause in the 14th amendment prohibited citizenship for American Indians. The Indian Citizenship Act of 1924, signed by Coolidge, granted citizenship to "all noncitizen Indians" born within the US territorial limits, which still excluded between 125,000 and 150,000. The Nationality Act of 1940 granted U.S. citizenship to all the indigenous peoples.
