J. C. Penney’s. James C. Penney opened his first store called "The Golden Rule Store" in 1902 in the mining camp that had about 1,000 residents. His operating philosophies were "cash only" and "do unto others as you would have them do unto you." By 1912, there were 34 J.C. Penney stores throughout the west. The J.C. Penney Company incorporated in 1913.
