Robert E. Lee. Commander of the Confederate Army of Northern Virginia, he submitted a signed Amnesty Oath as required by President Andrew Johnson’s "Proclamation of Amnesty and Pardon," but the paperwork was lost. An archivist at the National Archives found Lee’s Amnesty Oath in 1970. In 1975, a Joint Resolution of Congress, signed by President Ford, backdated Lee’s restored citizenship to June 13, 1865.
