Georgia. Oglethorpe was a member of Parliament and served as Georgia’s first governor. His initial vision was to help persons in debtors’ prison by establishing Georgia as a debtors’ colony. He is responsible for Savannah’s distinctive layout of lots grouped around small, square parks.
