Jeannette Rankin. Jeannette Pickering Rankin was the first woman elected into Congress. A Republican and a pacifist, she was first elected to Congress from Montana in 1916, and then again in 1941. She voted against the entry into World War I and was the only member of Congress to vote against declaring war on Japan in 1941.
