German river traffic. Conceived by Winston Churchill, the plan was for Royal Marines to place thousands of small, 20-pound mines into the Rhine and other German rivers to damage river barges. In May 1940, some 2,300 mines floated into German rivers and did affect traffic, but the collapse of France ended the effort. This laid the groundwork for British minelaying later in the war.
