England. In 1832, Capt. John Norton, British 34th Regiment, developed a bullet with a hollow base, after studying the projectiles used in blowguns. London gunsmith W. Greener improved on Norton’s design in 1836. The British Ordnance Department rejected both designs. M. Minie created the "Minie ball," his version of the Greener design, in 1849.
