Joe Hooker. He made the statement after taking command of the Army of the Potomac in 1863. At the Battle of Chancellorsville, generals Robert E. Lee and Thomas "Stonewall" Jackson surprised Hooker with bold moves, and "Fighting Joe" Hooker withdrew back across the Rappahannock. He would be replaced as commander on the eve of the Battle of Gettysburg.
