Define war goals. John J. Crittenden of Kentucky, in the House, and Andrew Johnson of Tennessee, in the Senate, introduced the bill that limited the goal of the US Government to suppressing the Southern rebellion without interference in the laws of states, i.e., the right to own slaves. It was also known as the War Aims Act.
