George Washington. In 1794, during the Whiskey Rebellion, he ordered Pennsylvania‘s governor Mifflin to use that state‘s militia to enforce the national whiskey tax law. Mifflin established a lasting precedent when he refused, saying that in peacetime and in the absence of a local request for assistance, a president had no authority over state militia.
