Truth. At the Tehran conference, Nov. 30, 1943, Churchill, Josef Stalin and Franklin Roosevelt were discussing means of deceiving the Germans regarding the planned invasion of Europe. Churchill remarked, "In wartime, truth is so precious that she should always be surrounded by a bodyguard of lies." His statement has often been taken out of context to justify acts of deception.
