Massachusetts. In 1690, the Massachusetts Bay Colony used paper money, essentially promissory notes, to pay soldiers of a failed expedition into the St. Lawrence Valley. Previously, high-ranking French bureaucrat Jacques de Meulles used playing cards for similar notes in Quebec to pay colonial officials and troops when 1684‘s appropriations failed to arrive from France.
