Pirates. Mediterranean pirates were wreaking havoc on commerce. Pompey was granted special powers to solve the problem. He divided the Mediterranean and Black seas into 13 districts and assigned ships and men to each. Within three months, he had captured nearly 100 pirate ships and some 20,000 prisoners, reopening the Mediterranean to trade.
