Andrew Johnson. There were two separate attempts to impeach Johnson. The first, on December 5, 1867 in the House of Representatives, failed 57 – 108. The second came when Johnson named Lorenzo Thomas to replace Edwin Stanton as Secretary of War, violating the Tenure of Office Act. Thirty-five senators voted "guilty," one less than the required two-thirds majority needed for impeachment.
