Israel. The attack, which occurred during the 1967 Mideast War, remains controversial. Israel maintains it mistook the Liberty for the Egyptian ship El Quseir, but counter–claims say the ship was attacked because it was listening to Israeli radio transmissions or else the attack was a collusion between Israel and the US in hopes of blaming Egypt, among other theories.
