When and where Memorial Day began is debated, but Illinois general John "Black Jack" Logan, national commander of the Grand Army of the Republic veterans association, declared May 30, 1868, Decoration Day, when flowers would be placed on the graves of Civil War dead in Arlington National Cemetery. By 1890, all Northern states had adopted the practice; Southern states established their own days to honor the graves of Confederate dead.
