Alexander Hamilton. Unbeknownst to President Washington or the State Department, Secretary of the Treasury Alexander Hamilton met secretly with British spy Major George Beckwith in 1789, promising a military alliance between the two countries while trouble was brewing in Europe. Hamilton’s meddling was never officially acknowledged, but his secret meetings laid the way for Jay’s Treaty of 1794, which favored Britain.
