A Continental Congress delegate from Virginia, Richard Henry Lee offered the resolution on June 7, 1776, that declared the United Colonies "are, and of right ought to be, free and independent States.? The resolution was debated during the next few days until it was decided to postpone a decision until July 1. In the meantime, a committee consisting of Thomas Jefferson, John Adams, Roger Sherman, Benjamin Franklin and Robert R. Livingston was created to prepare a declaration of independence.
