The federal convicts joined a small number of military prisoners, left over from the island?s time as a U.S. Army prison. The facility had been used as a military prison since 1859, but was redesigned in the 1930s to be a high-security penitentiary for the "most dangerous? prisoners. Gangster Al Capone arrived at Alcatraz later that August.
