The Twentieth Amendment, or Lame-Duck Amendment to the U.S. Constitution of 1933, changed the inauguration date of congressmen from March 4 to January 3. Moving back the inauguration date for newly-elected congressmen reduced the time that defeated members, or "lame ducks,? remain in office.
