On July 2, 1948 at a meeting in Paris among the foreign ministers of Great Britain, France and the Soviet Union, Soviet Foreign Minister Molotov walked out of the meeting and called the Marshall Plan–an American proposal for economic aid–an "imperialist? plot for the enslavement of Europe. Put forward by Secretary of State George E. Marshall, the Marshall Plan was a comprehensive European recovery program supported by the U.S. The Soviets and their satellites did not attend the Marshall Plan Conference that convened July 12 in Paris. It was attended by 16 European nations and established the Committee for European Economic Cooperation.
