Volstead Act. Officially the National Prohibition Act, it became widely known by the name of Congressman Andrew J. Volstead, R-Minnesota, who pushed for the measure. Passed over President Woodrow Wilson’s veto in October 1919, it gave federal agents the authority to investigate and prosecute anyone involved in the illegal manufacture, transport or sale of beverages that contained more than one-half percent alcohol.
