No question but what it was Hellenistic Greece.
For the west, I'd say Rome, both pagan & christian. In the east, China's Han Dynasty.

The world would have known about the greek, romans civilization without the arabs. Remember, you are using arab numbers, chemistry, algebra … all these are arb names.
