		<description>An interesting note on the potential for disconnect between the government and military echelons.  Whereas an army might rehearse combat operations to be able to go into battle as ready as possible, how often do governments conduct simulations to train diplomats and decision makers in the arts of grand strategy or strategy?  As the American military has become acutely aware since 1945, you can win all the battles you like, but if national policymakers do not plan and execute a coherent strategy, all the wins are for naught.

Another way of looking at things - if your platoons and companies are well trained and prepared, but the battalion staff is incompetent, do you really have an effective formation?</description>
