The first social welfare program in the United States was established when Congress passed this act.
Sheppard-Towner which established health clinics for women and children and provided visiting nurses to pregnant women and new mothers. Passed in 1921, the League of Women Voters and the General Federation of Women’s Clubs had lobbied heavily for its passage. At the time, childbirth was the second leading cause of death for women and 20% of children died before their first birthdays and 33% before their fifth.
