Well; Ney, as minister of defence in the government of Louis XVIII had it in his power to stop Napoleon's progress from Elba at an early stage, but did not do so. He was thus probably th one man that could have prevented the 100 days. On the other hand, Berthier as Napoleons chief of staff was his most important aide, and it is probable that the outcome of the 1815 campaign would have been another had Berthier served in that capacity then.
