Webb Cook Hayes, son of President Rutherford B. Hayes and his wife, Lucy Webb Hayes. Webb Hayes served in the Spanish-American War and World War I. His medal was awarded for "distinguished gallantry" on December 4, 1899, while at war in the Philippines. Webb was also co-founder of a business that grew into Union Carbide.
