Vietnam. Following 1953’s French defeat at Dien Bien Phu, the meetings at Geneva officially ended French control of Indochina, dividing Vietnam along the 17th parallel. The two sections were to hold elections by July 1956 to unite the Democratic Republic of Vietnam in the north and the State of Vietnam in the south. In 1955, Ngo Dinh Diem, self-proclaimed president in the south, refused to participate in the election, saying the communist north would win through fraud.
