"Comecon,? or the Council for Mutual Economic Assistance, was the Soviet Union?s attempt to create a program that would be the Communist equivalent of the Marshall Plan, an American program to rebuild postwar western Europe. After the formal division of Germany into east and west, the Soviets attempted to create the organization to replicate for Eastern Europe what the Marshall Plan was to do for the west. Formed on January 25, 1949, Comecon was never able to match the effectiveness of the American program because of the lack of resources in the weaker Communist countries and inflexible Soviet leadership concerned primarily with strengthening the Soviet Union.
