Czar Nicholas II.The first Hague Conference, which met in the summer of 1899 to consider disarmament, limits on methods of warfare and machinery for arbitration of international disputes was called by Russian czar Nicholas II on August 24, 1898. Only 26 nations attended and the conference failed in its disarmament efforts and to outlaw poison gas and balloon-launched missiles. It did, however, establish the Permanent Court of International Arbitration.
