After a despot who unifies his country through force and divide and rule tactics dies, unhappy national or tribal minorities will seek either independence or a new order within the system. This will lead to open warfare as seen in Yugoslavia in the 90's and Syria and Libya today. If Saddam Hussein had died still in power it would have happened in Iraq as well.
