He attempted to walk a fine line between hanging no Indians, possibly leading Minnesota and other then-northwestern states to keep their young men at home rather than send them to Southern battlefields, and hanging all the Indians, possibly leading to a wider outbreak of violence on their part and again keeping potential Union soldiers home. In this case his merciful impulses coincided with the right thing to do to save the Union, which was his first, last and only objective.
