Rochefort may not have been a perfect sailor, he was indeed committed to finding the enemy intentions with lots of help from his code breakers, Interpreters and translators who were some of the top in the navy. It does seem that promotions and the choice commands comes from who you know and are good friends with. Even one bad fitness report written by a commanding officer for any petty reason is a black mark against you. Thus years later when moving up to higher rank this person will indeed need a majority of good friends on the promotion board. Would Midway have turned out different for the US Navy had someone else been in Joe&#039;s shoes? Joe&#039;s office
 was a huge benefit in winning the war in the Pacific.</description>
