		<description>From 1966-1968 the U.S. was wininng the war. This was demonstrated during the Tet-Offensive. The North didn&#039;t achieve the popular uprising from the locals in the South. This was due to the fact that U.S. Special Forces were making gains with  the South Vietnamese people and the ethnic minorities  The U.S. Special Forces did engage the V.C. on their turf and decimated them. 
   Thank you for reprinting Col. Summers thoughts and recollection on such an important matter affecting so many people.</description>
